What it means
The voltage is too low at power-up. Unit is not receiving 240VAC as intended / not receiving the correct voltage as a result of incorrect wiring.
What GE says to do
Turn off power to the water heater (generally at the breaker panel). Then read the Electrical Connections section of the Installation Instructions, and contact the installer to verify the electrical input to the water heater. The installation section adds: turn the power off, correct the wiring issue, then turn the power back on.
